शिक्षा विभाग में अशिक्षितों की भरमार : पटना हाईकोर्ट
किसी भी हाल में शारीरिक प्रशिक्षक शिक्षक किसी भी स्कूल के प्राचार्य के पद पर बहाल नहीं किए जा सकते। मगर शिक्षा विभाग के बाबू की कृपा बनी रही तो कुछ भी संभव हो सकता है। अधिकारियों की बदौलत वकीलों की वकालत चलती रहेगी। शिक्षा विभाग में शिक्षित नहीं अशिक्षित लोगों की भरमार है।
न्यायमूर्ति अजय कुमार त्रिपाठी की एकलपीठ ने अजीत सिंह की ओर से दायर रिट याचिका पर सुनवाई के दौरान यह टिप्पणी की और आवेदक की अर्जी खारिज कर दी। साथ ही कहा कि रोहतास के जिला शिक्षा अधिकारी को नियम-कानून का जरा भी ज्ञान नहीं है। अदालत ने माध्यमिक शिक्षा के डिप्टी डायरेक्टर सहित डायरेक्टर को इस ओर ध्यान आकृष्ट कराते हुए कहा कि डीईओ को नियम-कानून की जानकारी होनी चाहिए।
दरअसल, रोहतास जिले के सर्वोदय हाईस्कूल में शारीरिक प्रशिक्षक शिक्षक को कार्यकारी प्राचार्य बना दिया गया। कहा गया कि इस स्कूल में सबसे सीनियर शिक्षक होने के नाते इन्हें प्राचार्य पद का दायित्व सौंपा गया है। मगर इसको लेकर स्कूल के नियमित सहायक शिक्षक ने आपत्ति जताई। मामला डिप्टी डायरेक्टर के पास पहुंचा। इस पर डिप्टी डायरेक्टर ने शारीरिक प्रशिक्षक को पद से हटाने का आदेश दिया। साथ ही डीईओ से जवाब तलब किया।
आवेदक के वकील का कहना था कि प्राचार्य पद के लिए सभी जरूरी योग्यता होने के कारण प्राचार्य पद पर बहाल किया गया था। वहीं सरकार की ओर से कोर्ट को बताया गया कि शारीरिक प्रशिक्षक शिक्षक संवर्ग के तहत नहीं आते हैं। किसी भी स्कूल में प्राचार्य के पद पर उन्हें ही बहाल किया जा सकता है, जो शिक्षक संवर्ग से हों। अदालत ने आवेदक की ओर से दी गई दलील को नामंजूर करते हुए अर्जी को खारिज कर दिया।

बिहार सरकार राज्य में शिक्षक लोगन के कमी के पूरा खाती 18,000 शिक्षक के बहाली करी, एकरा खाती बहुत जल्दी राज्य सरकार 'शिक्षक पात्रता' परीक्षा के आयोजन करी।

राज्य के शिक्षा विभाग के ओर से तैयार प्रस्ताव के मुताबिक ए साल के अप्रैल-मई महिना में माध्यमकि-उच्च माध्यमिक शिक्षक पात्रता परीक्षा (एसटीईटी) होई।

सूत्र के मुताबिक, शिक्षा विभाग अपना प्रस्ताव प आगे बढ़े खाती एक-दु दिन में राज्य के शिक्षा मंत्री अशोक चौधरी अवुरी प्रधान सचिव डीएस गंगवार के मंजूरी ले लीही। विभाग से मंजूरी मिलला के बाद शिक्षा विभाग अपना प्रस्ताव के बिहार विद्यालय परीक्षा समिति के भेजी जवन कि ए माध्यमकि-उच्च माध्यमिक शिक्षक पात्रता परीक्षा के आयोजन करी।

मालूम रहे कि बिहार में माध्यमिक स्तर के 11,000 अवुरी उच्च माध्यमिक स्तर के 7,000 शिक्षक के बहाली होखे के बा। हालांकि अबकी के माध्यमकि-उच्च माध्यमिक शिक्षक पात्रता परीक्षा में सिर्फ बीएड के डिग्रीधारी ही आवेदन करे पईहे।

एकरा से पहिले 2012 में पहिला बेर माध्यमकि-उच्च माध्यमिक शिक्षक पात्रता परीक्षा भईल रहे, जेकरा बाद करीब 14 हजार शिक्षक के बहाली भईल रहे। पछिला परीक्षा में बीएड अवुरी नॉन-बीएड, दुनो प्रकार के लोग शामिल रहले लेकिन राष्ट्रीय अध्यापक परीक्षा परिषद से मंजूरी ना मिलला के चलते नॉन-बीएड लोग के बहाली संभव ना होखे पावल रहे।

बतावल जाता कि माध्यमकि-उच्च माध्यमिक शिक्षक पात्रता परीक्षा के बारे में पछिला साल 18 दिसंबर के भईल शिक्षा विभाग के समीक्षा में मुख्यमंत्री नीतीश कुमार खास निर्देश देले रहन। उनुकर निर्देश खास तौर प गणित, विज्ञान, अंग्रेजी अवुरी कॉमर्स जईसन विषयों के शिक्षक लोगन के बारे में रहे।

मालूम रहे कि ए विषयों के शिक्षक के बिहार में भारी कमी बा।

हालांकि, शिक्षा विभाग से जुड़ल सूत्र के मुताबिक ए परीक्षा के बाद होखेवाली बहाली माध्यमकि-उच्च माध्यमिक स्तर के शिक्षक तक सीमित रही, फिलहाल प्राथमिक और मध्य विद्यालय स्तर के शिक्षक बहाली के कवनो योजना नईखे।

2. Any other equivalent qualification recognized and notified by the Central Government for such purposes. 

3. Has been declared qualified for appointment as a Food Analyst by a board appointed and notified by the Authority. 

Not with standing anything contained above – 

a) Any person who has been declared qualified for appointment as Public Analyst by the board constituted under Prevention of Food Adulteration Act, 1954 shall also be eligible for holding the post of Food Analyst, 

b) Any person who is a Public Analyst under the provisions of Prevention of Food Adulteration Act, 1954 on the date of commencement of these Rules, may hold office of the Food Analyst subject to the terms and conditions of service applicable to such person. 

A person appointed as Food Analyst shall undergo all specialized training programmes specified by the Food Authority periodically. 

Experience: Essential:1. 3 years experiences in the analysis of food.
